[release-4.2] Bug 1843924: Don't delay first

This PR is backport into 4.2 for Not delaying initial upload, which was implemented in two PRs, PR #117 and #132
The later PR is improving problem detection algorithm for skipping fast upload and fixes skipping fast upload after long gathering.
