tide queries: update local-storage-operator to 4.21

follow-up to #72652

I have a PR openshift/local-storage-operator#569 stuck on No Tide query for branch release-4.21 found.

This adds openshift-4.21 and release-4.21 to includedBranches on the openshift/local-storage-operator prowconfig.
