tide queries: add 4.21 branches for gcp-filestore and secrets-store

We have another PR openshift/gcp-filestore-csi-driver#61 stuck on No Tide query for branch release-4.21 found.

This adds openshift-4.21 and release-4.21 to includedBranches on the gcp-filestore and secrets-store prowconfigs.
