No hover states on table pagination controls

1. Changing number of rows is not working;
2. No hover effects on any of the controls.

I think that was meant as an indicator of how many rows rather than an editable field, which means the visual treatment is probably misleading. We could make it editable but it would be a little annoying to validate and it might be hard to decide on reasonable behavior without a submit button — e.g., would it automatically refetch on blur? If you're on a page other than the first one, you might find yourself looking at totally different set of results. I'm not sure if the cursor we use to mark the current place still works if you change the page limit, though it would be nice if it did.

Another thing I'd add is that I find the whole row a bit small. (The contents, not the container.)
