Following oxidecomputer/omicron#9540. It turns out we didn't even have this in the console because we rely on the API to error. This is fine, but for symmetry with
MAX_NICS_PER_INSTANCE, I added the constant and made the mock server use it, even though right now we don't have any tests specifically exercising that logic.
