We convert extracts on P4-14 headers with varbit fields into multiple extracts on P4-16 headers.
I have deleted a test which used a P4-16
@lengthannotation which is currently not officially supported.This gets rid of 4 XFAIL tests introduced recently when we tightened the type-checking for extract.
