Bridges subtree update (#2602)

## Summary

This PR aligns Rococo/Westend bridge with latest Bridges repo
development:
- paritytech/parity-bridges-common#2727
- paritytech/parity-bridges-common#2728
- paritytech/parity-bridges-common#2729
