Introduce abstention to OpenGov (conviction-voting). Takes the form of a new variant in AccountVote.

Abstentions are like aye votes in terms of the support, but do not affect the approval, thus allow participants to support the early termination of voting without affecting its result.

In a way it's like saying "I see it and I do not plan on voting".

I know you have pushed back before, but in my opinion we should allow abstention for all individuals too. It allows users to make similar signals about their attentiveness to proposals / referendum going through. This can be important for signaling participation, and as mentioned in this PR, allowing certain proposals to terminate early.
