Datatoolbar with filters: Bug showing and clearing filters #4096
Description
Describe the issue. What is the expected and unexpected behavior?
Adding/removing chips to the chip group from the filter is no longer working correctly. See examples below.
This may be related to: #4094
Please provide the steps to reproduce. Feel free to link CodeSandbox or another tool.

remove a single risk filter, and the entire chipgroup disappears.
Or add an item to the Status filter, and click Clear all filters...all chipgroups disappear, but the Cler all filters remain. (see image)
Is this a bug or enhancement? If this issue is a bug, is this issue blocking you or is there a work-around? This is a bug.
What is your product and what release version are you targeting? Openshift v4.4
