What problem does this PR solve?
When I add a new ddl job type:
recover table, I found this bug.The old version TiDB owner will think the new type job as Invalid. Then the old tidb crash because
runtime: goroutine stack exceeds 1000000000-byte limit fatal error: stack overflowCause of the problem：
