tests: Disable some tests when jemalloc is not enabled

What problem does this PR solve?

Issue Number: close #9090, ref #8835

Problem Summary:
Introduced by #9064, some tests that require jemalloc does not work well when tiflash is not compiled with jemalloc. For example, when compiled under ASAN/TSAN

• Disable FFIJemallocTest.JemallocThread and RegionKVStoreTest.StorageBgPool when jemalloc is not enabled
• Refine the method of ThreadInfoJealloc
