Description of change

This PR introduces feature to enforce tcf purpose 4 in prebid.js.

NOTE: The implementation of basic enforcement rules will change in the validateRules function. The rules described in #5201 will be used.

  • Writing unit tests

We decided in committee today that Prebid.js will not be removing User IDs, so this PR is no longer needed.
