Slashing Protection JSON exports contain a
genesis_validators_root
field which is critical for clients to decide if a slashing protection history can be imported into their database. If a Prysm validator has not yet connected to a beacon node, this value will be nil. We should throw an informative error if this happens and prevent exporting a history with an empty genesis validators root.
