Fix comments being removed before fmt:off/on blocks #4845

Black was incorrectly removing comments that precede # fmt: off/# fmt: on blocks, particularly affecting Jupytext's # %% [markdown] comments.

Description

Black 25.11.0 introduced a regression where comments before fmt:off blocks were removed. This broke Jupytext percent format files.

Example:

# Before:
# %% [markdown]
# fmt: off
# fmt: on

# After Black (broken):
# fmt: off  
# fmt: on

Root cause: Recent fmt:off/on changes didn't preserve prefix comments when creating STANDALONE_COMMENT nodes.

Fix: Updated _handle_comment_only_fmt_block and visit_STANDALONE_COMMENT to preserve non-fmt comments while maintaining fmt block formatting.

The issue occurred in two places: 1. _handle_comment_only_fmt_block wasn't preserving pre-fmt comments 2. visit_STANDALONE_COMMENT bypassed prefix processing for fmt blocks This fix: - Improves prefix calculation to preserve all pre-fmt:off content - Enhances STANDALONE_COMMENT handling to process prefix comments while preserving fmt block formatting - Adds comprehensive test coverage All existing tests pass and the original issue is resolved.

Looks like pytest is now minimum python >=3.10, and since black is still 3.9 that's also what mypy uses, hence the "match statements don't exist" error inside pytest. We'll either need to get #4842 out to also have the 3.10 minimum, or temporarily limit the pytest version.

The pre-commit does not include the failing check, which makes sure that the repo is always formatted with the changes to main (hence the name "format ourselves"). To fix this, you need to run black on itself, which I usually do with py src/black/__init__.py <path to file>, though there might be other ways. You can see the names of the files that need re-formatted in the failing tests, those being
