tests: fix testsuite isolation #5189

Ensure virtualenv.system_site_packages = True (needed for testing --user) does not result in adding the real site-packages' directory to sys.path. Fix #5187.

Closed in favor of #5227 which includes an additional patch to the virtualenv' site.py.
