Adapt for RabbitMQ 4.0 (both Mnesia and Khepri)

@Avapaa This is a follow-up to #37 you've been wondering about.

Just like in rabbitmq/rabbitmq-delayed-message-exchange#290, we will have to make sure it supports both Mnesia and Khepri. The solution will likely identical
with a plugin (or node) restart required if Khepri is enabled after this plugin.

@gomoripeti would you be interested in adapting this plugin, since you are very familiar with the decisions and the implementation in rabbitmq/rabbitmq-delayed-message-exchange#290, rabbitmq/rabbitmq-delayed-message-exchange#291, rabbitmq/rabbitmq-delayed-message-exchange#292?

@bennyvar77 this is open source software, so the way to "prioritize something" is to contribute a change, not ask others to do it for you, and not starting up upvote fest 👍👍 with your colleagues.

4.0.9 is now out.

It should with with all 4.0.x series even before 4.0.7 but I have only tested it on 4.0.7 and 4.0.9.
