Is this supported by upstream linux kernel?
If not, then no, we're very reluctant to bring in out of tree drivers that have limited appeal.
(They produce a significant maintenance headache when moving to newer kernels).

No, it is not upstream. I wonder, why there is only a
in-tree driver.
On the other side, it is not possible to build against
the packaged raspbian kernel, as there is no headers
package.

The kernel headers is really a distribution questions rather than a linux kernel question.
I imagine if someone produced a deb file for the kernel headers, we could get it hosted in the raspberrypi repo (where firmware lives), but producing the deb file is not something I can do.

Yes, if someone with Debian packaging experience would help us
generate header files in a way that Debian likes it would be greatly
appreciated. I could just throw them in a deb to go with our kernel
binary debs but 1) I didn't realise there were many people who weren't
happy just grabbing the kernel checkout and 2) I fear a stream of
requests for e.g. DKMS support which would be great but which I
personally don't have time to do. If someone wants to get part of the
way there, I'd be happy to collaborate. DKMS for recompiling modules
ilke this (or servoblaster) I can see would be useful to many.
