Idea courtesy of @gaearon

It would be cool to have something like http://isfiberreadyyet.com/ for the react translation effort (#1605)

Such a site would poll the current progress on translating to different languages (currently at reactjs/zh-hans.react.dev#4, reactjs/es.react.dev#4, reactjs/ja.react.dev#4) and display to show what percentage of the site has been completely translated to that language.

Webpack is broken because terser is broken and I can't deploy on netlify 😭: gatsbyjs/gatsby#11508
