Wait for MARK message to mark a SubscriptionSet as Complete #5795

What, How & Why?

This adds a new state to SubscriptionSets (to be used internally) called AwaitingMark which is set between the time that the server has sent the last DOWNLOAD message with last_in_batch=true and the receipt of a MARK message indicating the server has sent everything in history. The sync client will now send a MARK to the server immediately after sending a QUERY message, or after connecting if there are any SubscriptionSets in the AwaitingMark state. SubscriptionSets will be marked as Complete only when a MARK is received.

One of your tests (line 2237) failed on the Jenkins checkLinuxDebug_Sync test (although it looks like it passed on evergreen...) - unfortunately sync debug isn't enabled for this test:

Why is this removed? I am using it in RCORE-1225 to update an object brought into view during bootstrap.

LGTM - I was thinking the initial sync was done when the subscriptions had been initially downloaded, but there is more to it than that - it is only part of initial sync.
Like the addition of the mutable_copy param so we don't load the database when just making a modifiable copy of the subscription set.

So the point of this function is to convert the enum value into a sort order. AwaitingMark comes before Complete, so this is a 3.

I see. I got confused because in every enum AwaitingMark comes last and has a value of 6.

We didn't, so I went and wrote one, and then found out this block wasn't necessary and have removed it (but left the test case).
