Per conversation with @recmo we would like to support both ark-ff@0.4 and ark@0.3

As of b58a33f support for ark-ff@0.3 was removed.

  • Create feature flag for ark-ff which gates current functionality in main
  • recover ark-ff@0.3 functionality from git history
  • Create feature flag for ark-ff-03 to gate previous functionality
  • Document both features in the readme
