The referenced PR requires the absolute latest quilc, which will be release simultaneously with pyQuil 2.3. For an easier transition we're not going to bump this requirement until pyquil 2.4 at which point the required version of quilc will have been in the wild for ~a month. The new quilc is still backwards compatible with the http interface.
I'll re-merge #730 after the release of pyquil 2.3
