This PR adds the new Spinnaker ROS2 driver from here to the repository under the humble-devel branch. It contains the automatic downloading of the Spinnaker driver as submitted in this PR
I have no experience with rosdistro, so things like Changelog.rst etc are missing since bloom has not been used yet.
