Fix for issue #108: update Travis config to first install the OCE development libraries #116

Minor change to the Travis config which makes it first install the liboce-* libraries needed since we merged #102.

Without this change, all builds will fail as liboce is not part of a standard Trusty install.

After Travis has confirmed this works, can I ask you to take a quick look @Levi-Armstrong?

Right. Travis is failing because of moby/moby#23203. I'll trigger a rebuild once that has cleared.

@gavanderhoorn, thanks for the reminder. The only package I see in the ppa that is not included is oce-draw but it does not appear to be used so everything looks good. +1
