[Fix #822] Extends Rails/HttpStatus cop to check routes.rb

Fixes #822.

This PR extends Rails/HttpStatus cop to detects offenses in routes.rb on redirections:

Rails.application.routes.draw do
  get '/foobar', to: redirect('/foobar/baz', status: 301)
end

Before submitting the PR make sure the following are checked:

• The PR relates to only one subject with a clear title and description in grammatically correct, complete sentences.
• Wrote good commit messages.
• Commit message starts with [Fix #issue-number] (if the related issue exists).

I think this PR should be reverted because it appears that Rails doesn't support symbols in routes.rb redirect method :(

I'm not sure why the error did not occur earlier to me so sorry for this mess :(
Maybe this should be proposed to Rails as an enhancement to keep consistency with controllers ?
