    Fixes rubocop#822.

This PR extends `Rails/HttpStatus` to detects offenses in `routes.rb` on redirections:

```ruby
Rails.application.routes.draw do
  get '/foobar', to: redirect('/foobar/baz', status: 301)
end
```
