I was looking at the timestamps of the log messages in our CI runs on Windows, and saw that linking is what takes a really long time, and isn't cached.

While it's a lot slower right now, but once the GH cache is re-primed with this changed config, it "should be" ™️ faster...?

No substantial speedup observed... :/

Time between the first "Compiling" and the "Starting" lines is around 6 minutes, as before.

I don't understand why - anyway, it was worth a try.
Maybe it doesn't take effect...? But it should!
Or is that not just linking, but some kind of LTO? Who knows...
