Atlantis only checks most recent commit on PR branch when deciding which folders to run plan in with Azure DevOps #1397

Ran into this a few times now where if a branch has several terraform or terragrunt changes in commits and then the most recent commit is only a README.md or other non-TF related file when the PR is submitted I get a message saying 0 plans run.

The same issue appears if you do a new commit on a branch that is currently in PR. Atlantis will run autoplan after the commit is pushed but will show 0 plans if that most recent commit didn't modify a terraform related file.
