Remove the option to disable pipelining #10258

Cargo has had pipelining enabled by default for a long time, without
issue. Remove support for build.pipelining = false. (Continue parsing
the option from the config file, but ignore it.)

I wouldn't say "without issue"

Many uses CARGO_BUILD_PIPELINING=false to circumvent "crate required to be available in rlib format" error (google for the string).

It is not possible since the PR.

For some projects (like dr-bonez/tor-v3-vanity#5) it is not even an option to use an older Rust compiler because their dependencies require nightly for the features disabled in stable
