This PR fixes a bug.
The formula generates corrupted
rabbitmq.confif a custom configuration is supplied.The corruption is caused by using the Jinja2 upper filter in the
config.tmplfile.RabbitMQ configuration directives should be lowercase per https://www.rabbitmq.com/configure.html#config-file and/or not modified from what is supplied in pillar data.
