As a TL (Tris B) I would like to be able to create a submission to perform Element Aviti sequencing on any pipeline on the Submissions page so that we can use the new sequencer.

Acceptance criteria
Consider if these features can be featured flagged to decouple testing and deployment.
To be considered successful the solution must allow:

• For every pipeline in the template combo box we want an additional option but for Element Aviti sequencing. Following the existing pattern with sequencing platform at the end of the template name.
• To refine what are the required options for these templates, e.g. flowcell types, fragment sizes etc..?
• To refine what are the required validations for these templates, e.g. flowcell types, fragment sizes etc..?
• Batches created will belong to a new sequencing pipeline "Element Aviti"

• Y25-019 - As Tris B (TL) I would like to be able to submit libraries from any short read pipeline to the Element Aviti Sequencer so that faculty can save money for low to mid throughput pipelines. #4600
