ESLint 9, flat config migration

This is ready for review, but we'll likely want to wait for these to land before releasing:

• ✅ Add .npmrc file back to restore deploys import-js/eslint-import-resolver-typescript#307
• ✅ (kinda - mostly fixed by latest typescript-eslint) Support for typescript-eslint v8's parser projectService microsoft/vscode-eslint#1911

Changes:

• Migrate to flat config and ESLint 9 / Typescript ESLint 8

  • https://eslint.org/docs/latest/use/migrate-to-9.0.0
• Update codeowners bits to sku-maintainers (for sku) + sig-backend-tooling (for skuba); make things less sku; etc.
• Other dependency updates
• Resolves Investigate eslint-plugin-i #110
• I think: resolves allowAutomaticSingleRunInference can lead to missing type information #124
