This is a work in progress to add the OCI command support group to the Singularity Python client. I just brain dumped out all the functions today and still need to write careful tests, etc. The tests also need to have instance commands added (and by way of this, and the file not added, they will fail for now).

python setup.py install

Strange - CircleCI VMs seem to not disable / not allow you to disable the cloud-init and daily updates, so you have to wait and then remove the lock (otherwise, deal with random failures)
