PNG inheritance diagrams can be clicked on, while the SVG variant is not clickable.

Add option to include graphviz output as inline svg

With graphviz_output_format == 'inline_svg', graphviz output is included as
HTML svg element. This fixes SVG hyperlinks and makes HTML document stylesheets
apply to SVG contents.

sphinx.ext.graphviz: use <object> instead of <img> to embed svg

If svg files are embedded in <img> in html, all interactive features are
lost, which graphviz is able to produce. This commit replace <img> with
<object> for svg files.
