If svg files are embedded in <img> in html, all interactive features are
lost, which graphviz is able to produce. This commit replace <img> with
<object> for svg files.

This should offer a simpler solution than #2014 and can solve #967

A note here: to make sure href in svg files works, target must be set to an appropriate value, e.g., _top or _blank (such as <a xlink:href="http://sphinx-doc.org" target="_top"> in the svg file). Otherwise, the browser would try to show the new page inside the svg frame.
