Previously, when a listing table provider was scanned with table column partitions, and the scan had no filters, no partitions would be pruned.
This resulted in partitions not matching the partition scheme being included in the scan, resulting in retrieving extraneous files and is against the definition of the Hive partitioning:
This PR ensures that when a scan occurs with no filters, the partitions are still parsed and pruned if they do not match the table column partitions.
