Explicit Euler for Turbulence Solver #1432
Description
We need to improve the behavior of SU2 for TIME_DISCRE_TURB=EULER_EXPLICIT. Currently explicit Euler (and also the Runge-Kutta variants) are not implemented for the turbulence solvers, see #1414 (comment), but also no error message is thrown when a user specifies this.
