Update colorschemes with latest base16-project/base16-schemes

Hi @adilosa, there is a group of us working on reviving the base16 project and I'm wondering if you, or the other maintainers of this project, would be willing to join.

The discussion about a base16 Github organization initially started in 2016. Now, with the disappearance of Chris Kempson, the importance of the base16 organization is more vital than ever to keep the project structured and thriving. Currently there is a "deprecation" notice on the old chriskempson/base16 repo.

Seeing as you maintain this repo, we're looking for more colaborators and I was wondering if you are you interested in joining github.com/base16-project and helping us maintain some of the projects?

Right now, logistical communication around this is happening at tinted-theming/home#1. Some of us are also on #base16 on Libera Chat [IRC] (for more general discussions and hangouts)

Are you interested in maintaining any base16-project repositories and being part of the organization?

Hey @JamyGolden, thanks for reaching out. Seems Chris has indeed disappeared, his domain and email have lapsed as well.

To be honest, I haven't used this theme or for that matter any Jetbrains IDEs for many years at this point. However, I do see people still using this repo from time to time, so I'm happy to keep it going.

What did you have in mind? Is the goal to transfer repos under the official org umbrella?

The goal is to ensure that projects don't go stale while users are still consuming them and to find as many maintainers as possible to maintain as many projects as they wish to be involved in.

Due to the nature of the base16 projects, it's often a bunch of initial work and then nothing until something breaks maybe years down the line and maintainers tend to get bored of the project or stop using the theme they created due to moving to different applications. Having them exist under the base16-project umbrella allows us to have a bit more control over the above, especially when a maintainer stops responding. If there isn't a transfer though, I think a close relationship with the maintainers would be good. If you're keen to join base16-project as a maintainer and/or transfer base16-jetbrains or work more closely with us that would be great!

I see you joined and left IRC, I was sleeping at the time (eu timezone) but it would be good to have more people there!

Fair enough. I'm open to transferring under the base16 umbrella, that seems like it will keep things more organized and updated over time. I'm open to joining the project as well, happy to help - although I can only make about the same maintenance commitment as I do here (slim to none haha).

I'll give the IRC another shot (not something I've used much). I'm on western US time (UTC-8).

As far as this PR, I'll merge the change and build the updated JAR just in the meantime
