Repository Announcement Thread

Just a basic suggestion, not sure how this would work, but much like you initialize a repo with the labels, it could be a good idea to init a repo with an Announcement Thread Issue, or automatically add a Wiki Page to the repo about how the TCX process works and the rules. It can be a high-level overview with links to documentation, but you could then also cross-reference that in the automated message signature being added in #51

Since there's no central spot for posting a "thread" it'd have to be on the wiki. That was actually mentioned here on this ticket
