Fix the comments discussed in #886 (comment), and add filtering: running all addition-comparison tests takes nearly two minutes on my (fairly beefy) desktop now; this kind of latency is obnoxious when iterating on the properties of a single proposal (compare ~15 s to run the tests for https://github.com/unicode-org/utc-release-management/issues/190 added in #1027).
