"In the case that people alter their .csv s and want to upload it from scratch, there is no way to 'delete all reports' or 'select all reports'. In the current setup, you must select the reports and delete them page by page - this becomes quite time consuming when there is a significant number of incidents."

"Delete All" subtab add to the reports tab so superadmins can delete all
reports from database.

TODO: Have to style page properly. Still a noobie, already made a mess
today, couldn't figure out how to generate translation files and decided
to take it easy. :)
