tag.phtml was not aligned with the English version. I have now aligned it, but alerted Demian of the outdated nature of the information presented. Removal of this file is targeted for VuFind 10 - see vufind-org#3174

The tag help screen was becoming dated, and is not actively linked from anywhere in the interface. This PR simply removes it.
