This issue is currently a critical blocker for Rsbuild to unify the CSS implementation.

mini-css-extract-plugin needs:

• loaderContext.importModule (Almost done)
• create custom runtime template and runtime modules from JS (not ready yet)
• create custom dependencies from JS (not ready yet)
