PR dashboard rarely commenting #10923

@lukebjerring @jugglinmike and I have discussed this. Conclusion is that we're OK with these comments not happening, because they were not terribly actionable, and we expect the responsibility of collecting/showing PR results to move to wpt.fyi in a matter of months. So, we should do as little as possible, but probably should remove the bit of code that notifies the PR dashboard. |

The configuration which integrated this project with the web-platform-tests was disabled on 2018-05-18 [1]. The application's content is now only useful for historical reference, and no dynamism or computation is necessary to fulfill that purpose. A snapshot of the application's current content has been created and made available in the project's source code repository. Bocoup will maintain that as a static collection of HTML files published to the web. Remove the infrastructure originally provisioned to power the dynamic web application. The PR dashboard has stopped commenting on most PRs since 6 April. That said, nobody has complained about it in over a month so maybe it's not very valuable?
