New Contributor Guidelines

Proposal

We need ones. Currently the project uses a simple combination of Jekyll and semi-manual deployment process. It is not very sustainable in long-term, but it would be nice to document what we have so that the potential contributors can easily patch the right doc locations

Reference any relevant documentation, other materials or issues/pull requests that can be used for inspiration.

• - New contributor guide covering aspects of contributions - Create a community-wide contributing guide in the repository #26
• - Global CONTRIBUTING metadata in .github referencing the guide: https://github.com/wiremock/.github/blob/main/CONTRIBUTING.md
• - Update WireMock.org to reference the new guide - Part of Refresh the navigation bar wiremock.org#40
• - Update WireMock Java contributing guide to use the new one and deduplicate content
• - Create global pull request template with a checklist following the guide
• - Update WireMock Java pull request template to follow the guide
• - Contributor guide for the wiremock.org contributors - Replace the Jekyll template bits by informative contents wiremock.org#33
• - Pull request template for the website with the checklist from the contributor guide
