- Anna reminded all that this is the last meeting to review FT proposals and all should update branches and complete validations/reviews as soon as possible if not done yet.
- Sibylle explained: Regarding the TAC Regulation 6.12.12.2 and 3-02-066 descriptors for dangerous weather phenomena and some other weather phenomena, [reference: WMO-306 vI.2, TM 307086 – BUFR template for synoptic reports from fixed land stations suitable
for SYNOP data in compliance with reporting practices in RA VI] there is extra guidance that encodes bit 1 to represent not reported and this is encoded into IBL software. We were asked to provide clarification on how to encode this data in BUFR. (@SibylleK - please correct text as needed); Jakub noted that the software can be fixed pending the decision of the team; the team noted that legacy data will have the wrong values; (Marijana) options: 1) add a note in the RA VI practice on the preferred approach 2) add a note to the BUFR template; (Jeff) don't put a note in the BUFR flag table, but a note on the RAVI page could be the best compromise (Sibylle) prefers to add note in the BUFR table not in the regional practices or here or there. (Simon) normally, BUFR 0 = exists and 1 = missing (all) "but not the flag table!";
- There is a consensus in the team that "not reported" should be encoded as bit 18 for "missing", but there are concerns about previous data that are using bit 1 by IBL conversions. A note could be added to the RA VI regional guidance if needed/requested by RA VI;
- ACTIONs: Anna get feedback from Enrico and Dave Berry on wis2box conversions; Jakub to ask how many TAC to BUFR conversions are in place that could potentially be impacted by this; Marijana can try to get a sense from ECMWF, but not likely.
