This is a next-generation connection pooler written in Rust. For some teams, this may be considered a successor to PgBouncer (see also #3413)

Add some justification for why this specific package and versions are important.
This is an emerging connection pooler and potential successor to PgBouncer for some applications. In contrast to PgBouncer, it is written in Rust, so should be more memory-safe.
