Add Singularity installation, configuration. Bump setup-go version from 3 to 4. This provides built-in caching. Bump Go version from 1.17 to 1.18. Change expected iRODS error code for a local file not found from -512021 to -31000 (which is more consistent with errors for a remote file not found).
