Use publish-browser-extension to create the wxt submit command.

Goal is to finish this this weekend, but gotta finish aklinker1/publish-browser-extension#13 first.

Alright, that PR's been merged, now I have to figure out how to properly send the argv from wxt to publish-extension:

  • wxt submit ... → publish-extension ...

Should be as easy as just finding the first arg, and passing all them into a call to execa...
