Filtering API is missing a frontend

As a side-effect of the way the data browser works, we have a rather well-functioning filtering API for individual models, e.g. http://127.0.0.1:3000/sites?site[country_code]=JO, but there's no actual way to use it through the frontend.

Could be useful to e.g. add it to the index tables.
