This is a issue with some androids. You have a device with wifi but when there is no sim card android is not allowing you to make it as a hotspot. Some times you have a icon for doing that but it's turning off after couple of seconds. My solution for that is "SecureTether WiFi". You can find it in play store also as a free no root version. After installation you will have in 99% cases wifi hotspot witch you can use to access your oiyshTerminal. This application originally is for sharing your connection to internet to go around limitation of you internet provider. But I'm using it to enable hotspot functionality on the device. You don't need any client on client device if you are planning to use it as a hotspot for oiyshTerminal. But if you want to have hotspot as a internet gate you can find tutorials in the app how to do it. App need to be running all the time in background so look if it's running if you will have some connection problems.
